CalFresh

The CalFresh program, California’s adaptation of the federal Supplemental Nutrition Assistance Program (SNAP), supplements the food budget of eligible households.  Monthly benefits are issued through Electronic Benefit Transfer (EBT), similar to a bank debit card, which can be used to buy nutritious food at many markets and grocery stores.

CalFresh applicants may qualify for Expedited Service. If eligible to Expedited Service, the household will get the CalFresh benefits no more than three calendar days after applying.

The minimum requirements to submit an application include: Name, Address, Signature.

Health Coverage

Medi-Cal offers free or low-cost health coverage for California residents who meet eligibility requirements. Individuals not eligible to Medi-Cal may be eligible to select health plan coverage through Covered California.  Applying for health coverage means your eligibility for both Medi-Cal and Covered California health plan coverage will be evaluated. California Work Opportunity and Responsibility for Kids (CalWORKs)

CalWORKs provides temporary cash aid and supportive services to eligible families, including eligible non-citizens that have a child (or children) in the home. The supportive services it provides are to promote and encourage work, family stability, and self-sufficiency. CalWORKs can also provide housing assistance for those that are struggling.

Cash Assistance for Refugees and Non-Citizens

Tehama County Department of Social Services provides services to eligible:

  • Refugees
  • Asylees
  • Cuban/Haitian entrant
  • Certain humanitarian parolees
  • Special Immigrant Visa (SIV) holders
  • Amerasians
  • Noncitizen victims of human trafficking, domestic violence and other serious crimes populations.

Members of the groups listed above are usually evaluated for eligibility to California Work Opportunity and Responsibility to Kids (CalWORKs), CalFresh (food assistance) and Medi-Cal. Those who do not qualify for CalWORKs may also be evaluated for eligibility in one of the following programs.

Refugee Cash Assistance (RCA)

Refugee Cash Assistance (RCA) is available for the first 12 months that a refugee (admitted for permanent residence) is in the U.S.

The 12 months of RCA benefits for refugees are generally based upon the date of entry into the U.S. Asylees are eligible for up to 12 months from the date their asylum is granted. Trafficking and victims of severe crimes, including non-citizen victims of domestic violence, can also qualify to receive RCA benefits after receiving certification. Again, eligibility for CalWORKs must first be determined and aid will be paid under that program if eligibility exists.

Individuals applying for RCA, who have minor children must be evaluated for eligibility for CalWORKs. Those who do not have children nor qualify for CalWORKs may still receive cash aid from the RCA program.

Trafficking and Crime Victims Assistance Program (TCVAP)

The Trafficking and Crime Victims Assistance Program (TCVAP) provides eligible non-citizen victims of human trafficking, domestic violence and other serious crimes, services such as cash assistance, food benefits, employment and social services.

Individuals applying for TCVAP, who have minor children must be evaluated for eligibility for CalWORKs. Those who do not have children nor qualify for CalWORKs may still receive cash aid from the TCVAP program.

Cash Assistance Program for Immigrants (CAPI)

CAPI provides cash assistance to certain aged, blind and disabled legal non-citizens ineligible for SSI/SSP due to their immigration status. CAPI participants may be eligible for Medi-Cal, In-Home Supportive Services and CalFresh.

Eligibility is determined if the individual meets all the following conditions:

  • Non-citizen who meets the immigration status criteria in effect for SSI/SSP
  • Aged 65 or older, blind or disabled
  • Ineligible for SSI/SSP solely due to immigration status—this means the individual must apply for SSI/SSP or submit other proof of ineligibility from the Social Security Administration.
  • Resides in California
  • Has income less than the CAPI payment standards
  • Has resources below the allowable limits.
    • $2,000 a month for an individual or $3,000 for couples

If eligible, your CAPI payment amount will depend on your marital status, living arrangement, and income.

Welfare Fraud

Any person who willfully and with the intent to defraud, makes a false statement, or fails to disclose a fact in order to obtain an amount of benefits to which he/she is not entitled is committing fraud. If you think someone is coming fraud it is important to let someone know about it.

How to apply

Programs available include supplemental nutritional programs, health coverage, and monetary assistance. Families or individuals in need of assistance must submit an application. There are several ways to apply:

  • Applications can be filed out electronically at the following links:

  • In Person – Applications are available and accepted in the lobby, Monday through Friday 8:00 am – 5:00 pm
    • A drop box is available to drop off applications outside of lobby hours and is located in front of the building.
