Adult Services includes Adult Protective Services and the In-Home Supportive Service program.
Adult Protective Services (APS) provides protective services to elders (65 years and older) and dependent adults (between the ages of 18 and 64 with physical or mental limitations) who are unable to protect their own interests or care for themselves. APS investigates reports of abuse and provides intervention services to prevent or remedy abuse, neglect, or exploitation.
The goal of APS is to allow the victim to remain as independent as possible. The elder or dependent adult may refuse services at any time. APS does not provide long-term case management but attempts to link the individual with appropriate community resources. These include PASSAGES Adult Resource Center, Mountain Caregiver, Multi-Service Senior Program, Senior Nutrition, the Public Guardian, Far Northern Regional Center, the Ombudsman Program, the Tehama County Health Services Agency, local hospitals and skilled nursing facilities, senior housing, local law enforcement, the Tehama County District Attorney, and local homeless services.
The types of abuse encountered include physical, mental, sexual, financial, neglect, abandonment, and self-neglect.

In-Home Supportive Services (IHSS) provides assistance to eligible aged, blind, and disabled individuals who would be unable to remain safely in their own homes without assistance. The individual must be income eligible and have an assessed need for the services.
Services may include domestic services, meal preparation, laundry, shopping and errands, transportation to medical appointments, and personal care such as feeding, bathing, dressing, and assistance with ambulation. The individual hires and supervises his/her own care provider. The IHSS program allows the elderly and disabled to remain in familiar surroundings, enhancing their quality of life and providing families and clients with an alternative to placement in skilled nursing facilities.
